From 1999 – Article 82 of the Constitution : “Everyone has the right to a home, adequate, comfortable, clean, basic services essential to the neighborhood and community. The progressive realization of this right is a shared responsibility of citizens (nas) s and the State in all its dimensions. The State shall give priority to families and guarantees the means for them, especially those with low incomes have access to social policies and credit for the construction, acquisition or expansion of housing”.
