Since 1990, the right to housing has been enshrined in the Constitution (article 26) :

1. The State shall adopt a policy directed towards the improvement of the standard of living of the people through the development of essential structures such as public education, health, housing and employment of the people of all regions By equitably distributing the investment of economic resources for balanced development in the different geographical regions of the country.
